<p>我也是傷殘人仕,但是脚部殘疾的傷殘人仕,我朋友亦是聴障人仕她住在愛民邨敦民樓,李菁小姐事發當日她經過現塲,看到不幸離世後來報章報道她的遭遇我們感到難過,我們深表同情李菁小姐及她的家人感受,我05年4月19日在勞工處的就業主任帶領到粉嶺安居街見工,但係他們在僱主辦公室門前入口處阻檔視線令我看不到有一級門檻就此意外扭傷,直至現在未有康復.後來求助梁耀忠議員他認為就業主任做到太麻木,他的議員助理蘇先生認為就業主任彭思華先生失職令我受傷,現在可能內疚已經離職,原來門槛是潛建物要求梁耀忠議員立法規管憯建物打造無障礙城市,你們不要相信勞工及福利局張建宗局長同莫宜端政治助理有無障礙環境,我的遭遇已經不是無障礙環境,他們講大話正一衰人</p>

<p>Hi 鄧主席,</p>
<p>My name is Maggie Sampson (previous name is Chang Mei-Yuk). I am deaf. I have been in HK for more than twenty-two years but still have deeply bonds with there and people. Currently I live in the USA. A friend of mine just sent me "Silence 《龍耳》" newsletter via the Instant Messenger (IM). It looks great and I hope all board/committee members can continue refurbishing this organization to expand and demand more services to aid the need of our deaf people in HK.<br />
One of the articles I read "龍耳與勞工及福利局局長會面" content, I completely understand our deaf people’s frustration since we have the same circumstance while I was in HK. So-far I have been very busy at work and home and unable to help them. I am trying to find my little time to do something for them. However, I am not in fluent in Chinese language as long as I use American Sign Language (ASL) and English. You may want to translate Chinese version to share this with all of readers for me.</p>
<p>So-far we have three main (nagging) problems facing disability discrimination, employment issues, and transportation issues that our HK Government, official leaders, business owners should look into. Below are seven synopsis proposals that I design on where HK Government should finance for "stimulus packages" to set up new programs and services to help our deaf/disabled citizens:</p>
<p>1)	Department of Disabilities</p>
<p>Establish a new Department of Disabilities to provide services for people with disabilities, their families, service providers, and advocates in an effort to educate and share with people and employers the issues facing people with disabilities in our community. This includes but is not limited to counseling and psychotherapy services, legal services, interpreter services, senior services, services toward community integration, housing, transportation, family and immigrant support, emergency preparedness, training and employment, technology and accessibility, education and so forth. All services enable advancement on disability issues and rights so that people with disabilities can fully participate and have equal access to education, social welfare, entertainment, and employment within our community. </p>
<p>** This department should consider hiring approximately 0.1 – 0.3 % of qualified professionals with disabilities. Disability groups should be staffed by professional who has the same disability. For example, a professional psychologist who is legally blind or has knowledge of blind issues or has rich experiences in blind industries/institutions should be qualified to work with blind clients directly. </p>
<p>2)	Disability Employment Tax Credit</p>
<p>Employers from for-profit companies, non-profit organizations, or governmental agencies that hire people with disabilities can be qualified for a tax credit for wages paid to the employees, and for childcare, transportation, accommodations, Assistive Technology (AT) products/devices, or interpreter expenses paid on behalf of the employees with disabilities. This idea not-only helps employees with disabilities to achieve employment, economic self-sufficiency and independence but-also helps to empower communities, creates jobs, and attracts private investment. </p>
<p>3)	Public Transit Disabilities Program for People with Disabilities</p>
<p>This program is designed to qualify people who have physical or hidden disabilities for reduced public transit fares. To obtain a public transit Disability ID card for discounted public transit fares, the customer must provide documents showing proof of disability, such as a copy of disability allowances or a letter from a doctor, audiologist, or a professional physical evaluator explaining the patron’s disability. This design not-only allows people with disabilities to participate in many aspects of society including social network, work, job interview, commerce, and leisure activities but-also increase Mass Transit Railway (MTR)/business’ revenues and profits. </p>
<p>4)	The Empowerment of Self-Employment/Contracting Program for People with Disabilities</p>
<p>In the USA, thousands of people with disabilities have been successful as small business owners. People with disabilities who have five to ten years of work experience at their specific careers are the best candidates to become small business owners with the unique support offered by supported business enterprise programs or providing government contracting preferences to small businesses for people with disabilities. This program will require people with disabilities to attend a series of seminars and workshops with coursework to bring them to the level needed to start a small business. Limited funding support for a small business must be provided by the HK Social Welfare or Labor Department. </p>
<p>Alternatively, any potential business person who is willing to relocate to distressed or underutilized business areas such as (e.g. Tin Shui Wai) and has a staff make-up of: about 30% of residential employees, 69.5% of non-residential employees, 0.1% of residential employees with disabilities, and 0.4% of non-residential employees with disabilities will be qualified to obtain government contracting opportunities to promote economic development and employment growth in these areas. Residential employees are defined as employees that live in a defined distressed or underutilized business area. </p>
<p>5)	Assistive Technology (AT) Devices for People with Disabilities in the Workplaces</p>
<p>Any employers or representatives from private businesses, educational institutions, employment agencies, labor organizations, and district/local government entities looking for access and information relating to employees with disabilities who need computer and software technologies, communication devices (e.g. interpreter, relay service operator, real-time captioner/stenographer, etc), emergency / warning products, etc, will obtain workshops or/and training sessions relating AT products/devices for people with disabilities in the workplaces. This service can send AT specialists to work with these employers/employees/recruiters to learn practical and creative solutions related AT products/devices for employees with disabilities, and to permit them to perform their job’s essential functions.</p>
<p>6)	Employment Inc. for People with Disabilities</p>
<p>This agency is designed to incorporate vocational evaluation, employment support (e.g. interpreters, job coaching, job interviewing skills, resume development, etc) and job information (job opportunities, networks, and vacancies), direct placement, work adjustment training, on-the-job training, and community-based assessments for people with disabilities. Any employers or human resource recruiters wanting to hire disabled people can contact this agency directly about their job vacancies or job referrals. The provides information relating to human potential for individuals with disabilities, the definitions of disabilities and employee capabilities, and general information/resources about tax credits, or AT products to all recruiters and employers. Also, panel or individual interviewers must be training how to identify appropriate techniques for conducting an employment interview with disabled people and to identify obstacles to workplace accessibility and recognize appropriate remedies prior to interview disabled candidates. </p>
<p>7)	Unemployment Benefits for People with Disabilities</p>
<p>This benefit is to provide employees with disabilities who have become unemployed, through no fault of their own, monetary compensation. Maximum compensation will be up to half or 1/4th of the previous salary, and will continue until the employee finds a new job or up to 12 months, which ever comes first. Companies, agencies, or employers that terminate their employees for the sheer reason of disability will be penalized and will be required to pay the employee’s unemployment benefits.</p>
<p>All of above seven synopsis proposals, we, HK government, community leaders need to work together to prevail. Deaf people are no longer a burden on their non-disabled family/friends, to the region, and relying on government assistance to make ends meet. As a voice of our deaf citizens their filing complaints regarding above issues for years need to come to a resolution since HK Government, official leaders, and business owners has been neglecting their needs. </p>
